What does LOLER mean?
LOLER stands for the Lifting Operations and Lifting Equipment Regulations 1998. In the United Kingdom, these regulations are a legal requirement for any equipment used to lift people, including ceiling track hoists. Because lifting a person carries a higher risk than lifting goods, LOLER dictates that the equipment must be safe, fit for purpose, and properly maintained.

The most critical aspect of LOLER for a ceiling track user is the requirement for a Thorough Examination every six months. This is a detailed safety inspection carried out by a competent and accredited person to check for any defects or wear & tear that could cause the system to fail. This inspection covers the fixed track, the hoist motor, and all lifting accessories such as slings.

If you have professional caregivers or healthcare assistants coming into your home, your house is technically considered a place of work. In this scenario, complying with LOLER is a legal obligation for the person or organization in charge of the equipment to ensure the safety of both the service user and the staff. Even in private settings where only family provides care, regular LOLER inspections are highly recommended and often required by insurance providers and manufacturers to validate warranties.

Every LOLER inspection must result in a written report. You are required to keep these records to prove that the equipment is safe to use. Additionally, the equipment must clearly display its Safe Working Load, which is the maximum weight the system can safely support. It is important to distinguish LOLER from a standard service; while a service maintains the mechanical health of the hoist, a LOLER inspection is a safety-critical certification that the equipment is legally safe for lifting a human being.

Do I need to LOLER my Ceiling Track hoist every 6 months?

If the hoist fails and causes an injury or structural damage, your home insurance may refuse to pay out if you cannot provide a recent safety certificate. Second, manufacturers often void warranties if the 6-month inspection schedule isn't followed. Finally, ceiling hoists are under high tension and bolted into your home's structure. An inspector checks for things you can't see, like internal stress on the lifting tape or the loosening of ceiling fixings due to vibration.

In short, while you won't be prosecuted for not doing it, you lose your legal and financial safety net. If you decide to skip the 6-month cycle, it is highly recommended to have it checked at least once a year to ensure the person you are lifting remains safe.
Was it provided by a local authority?
Since the council provided the hoist, they are almost certainly responsible for the cost and the scheduling of these inspections. Because they own the equipment, they have a duty of care to ensure it stays safe, regardless of whether you have outside help or not.

The council usually manages this through a recurring contract with a specialist company to visit every six months. This should be completely free for you, and they typically contact you automatically to book the appointment. They maintain this schedule to protect themselves from liability; if the equipment failed and they hadn't inspected it, they would be held responsible for any resulting injury.

If you haven't heard from anyone in over six months, you should contact them. Look for a service sticker on the hoist motor or the track, which usually lists a phone number and the date of the last thorough examination. If you can't find one, call your local Social Services or Occupational Therapy department and let them know your council-provided hoist is due for its six-monthly safety check. This ensures the equipment remains safe for you to use without you having to take on the cost or the legal burden yourself.
